"The Secretary of State shall suspend the driver's license issued to an obligor upon receiving an authenticated report that the person is 90 days or more delinquent in court-ordered child support payments or the person has been adjudicated as having engaged in visitation abuse."

Yes - Children must be considered first. 
No - Laws should not make parents less employable.
 Yes - It is the only way to force parents to pay their child support.
 No - There are other methods to punish and collect child support from deadbeats.
